This early style Dual Brake Cable lever allows brake Disc or V caliper brake operation using only one lever instead of 1 on each side of the handlebar = (2)..   

Engine clutch lever mounts on left side handlebar so this dual cable lever can mount on the right side ahead of the throttle grip.  Makes for a clean and efficient motorized bike brake control system.
